The expansion introduces Dogtown, a heavily militarized, autonomous zone ruled by a strict and authoritarian leader. With support from NUSA sleeper agent Solomon Reed (voiced by Idris Elba) and returning character Johnny Silverhand (voiced by Keanu Reeves), players engage in a story involving shifting alliances and covert operations.
